PostHeaderIcon 100 Texas Schools Invited to Participate in Governor’s Educator Excellence Award Program

In November 2005, Governor Rick Perry initiated the $10 million grant program for paying bonuses to school employees who have performed above expectations in raising student performance levels. One hundred Texas schools have been invited to participate in the Governor’s Educator Excellence Award Program. To date, 98 have accepted the invitation.

The chosen Texas Schools have a high percentage of economically disadvantaged students. Each school has demonstrated high levels of student achievement or marked student improvement. Each has been rated exemplary or recognized, which are the two top academic ratings that can be awarded to a school under the Texas schools’ accountability system; or they have shown strong performance gains in the areas of mathematics and reading.

Each school may apply for a three-year grant as follows:

• Schools with 449 students or less — $60,000 a year grant,
• With 450 to 699 students — $90,000 a year grant,
• 700 to 1,199 student — $135,000 a year grant, or
• 1,200 students or more — $180,000 a year grant.

To maintain eligibility for the grant program, the participating Texas schools must receive ratings of academically acceptable or better. Recommended bonus amounts range from $3,000 to $10,000 per individual.

Each school may develop a customized incentive pay program that fits their individual school, as long as the teachers are involved in its development and under the following guidelines:

• 75 percent of the grant money must be used for classroom teacher incentive pay;
• A classroom teacher must be employed by the Texas schools district and spend an average of four hours each day teaching in an academic setting or career/technology instructional setting;
• Award recipients must improve student performance and exceed academic growth expectations,
• Performance must be determined using objective and quantifiable measures, such as local benchmarking systems, end-of-course tests, and other assessments, and
• Recipients must have collaborated with other faculty and staff members to improve overall student performance at the school.

Athletic coaches are not eligible for the program, unless they also teach and qualify under the classroom teacher guidelines.

The customized incentive pay plans may take into account a teacher’s assignment in hard-to-staff areas that are specific to individual school districts. A teacher’s initiative and commitment to other activities that directly result in improved student performance also may be considered, such as tutoring students after school.

Some of the possible uses for the remaining 25 percent of the grant money are:

• To provide incentive pay for other school personnel who contribute to increased student achievement,
• Provide training to teachers,
• Support activities for mentoring,
• Teacher induction programs,
• Signing bonuses for teachers in high-need subject areas,
• Activities that support common planning time and curriculum development,
• Proven programs to recruit and retain teachers, and
• Stipends for teachers who participate in after school or Saturday programs, which are designed to improve teaching and learning.

Though 12 percent of the Texas schools’ districts have some type of teacher incentive pay program, this is the first state program in almost 20 years. When Texas schools achieve exceptional results, the principals always give credit to their teachers and staffs. The profit and loss account for a small business should not be viewed as an administrative headache but a vital tool in the financial management and control of the business. A monthly profit and loss account produced by accounting software should be viewed more of a financial health check on the business.

The profit and loss account will show the sales turnover and a list of purchase expenses producing a net profit or loss for the month. By comparing the current month to recent previous months the trend of financial performance becomes obvious. This is a critical function of accounting software to produce real numbers that will indicate where action is required.

The accounting software retains previous financial information entered that enables sales to be monitored and the effect of sales and marketing campaigns to be seen in real numbers. Patterns of movements in costs are visible. Any numbers produced by the accounting software can then provide the basis for management action to either improve financial control or take management decisions to grow higher sales or reduce costs.

By using a financial accounting system to critically review the business finances on a regular basis provides both opportunities for sales growth and higher profit levels but also serves as an early warning system of business problems. Both a profit and loss account and balance sheet are definitive tools in the armoury of the accountancy function to achieving financial control of the business and producing the desired financial performance.

The absence of a suitable accounting software system or used purely for tax purposes once a year leaves the financial performance of the business to the intuition of the management and is unmeasured. If teaching methods built into the software are not appropriate for your student or the material is decades out of date, then it’s probably wise to consider searching out alternatives.
5. EASE OF USE – If your students cannot maneuver through the program without a lot of confusing buttons or navigation screens, then they are likely to end up confused and frustrated. Such outcomes make it difficult to keep their interest in the program and (worse yet) in the subject matter.
6. INTRINSIC MOTIVATION ‘Young students tend to be intensely curious. Software that provides a steady stream of interesting information, graphics, sounds, and challenges will intrigue them to explore further on their own. When software designers take full account of children’s interests and needs, students will gravitate to use the software often because it maintains their interest – it is fun!
7. LEVEL AND TYPE OF SUPPORT — If and when you (or the program) get stuck, what resources are available to help you get matters resolved? Can you be comfortable with on-line help provided by FAQs on a website or by a forum provided by the vendor or by the Teacher’s Manual? Are you an individual who needs your questions orally answered RIGHT NOW? If so, then you will want telephone access to technicians or perhaps a real-time Internet chat opportunity. Even then, this may not be a wholly pleasurable experience if you have to wait on hold for 45 minutes or if the technician is halfway around the world and has less than adult proficiency in your language.
8. COSTS – As with buying a new car, the sticker price on a new piece of educational software is not necessarily the only cost to keep in mind. Most consumer-oriented software licenses are sold today with the retail price representing the entire cost, but there are major exceptions to watch out for. Some licenses are priced on an annual basis and a subscription fee is required for renewal. Often, technical support when you most need it is not free, even though questions may be submitted via email at no cost for those who can wait potentially several business days for a response. And then, one must consider upgrades. How often are they published? Is the price of an upgrade significant? Does the vendor offer major enhancements that would be of great value in your environment or are they merely a few new bells and whistles and cosmetic changes that will have little bearing on the effectiveness in teach in your homeschool?
9. TRACKING, REPORTING, & RECORD KEEPING – Few teachers can maintain in their heads the progress and detailed challenges faced by each of their students in each academic subject. The rest of us need something analogous to a grade book so that we can monitor each students’ progress in each subunit. This enables us to provide supplemental training to students more effectively and lead them in a systematic way to the next level in the content area. Well thought-out software will automatically track each student and provide detailed reports that you can read or print. It can diagnose troublesome areas for the student and suggest alternative activities or different routes to take in using the software. In some communities, it is necessary to be able to document for public school officials that your student has performed certain activities and reached a certain minimum level of mastery. Detailed tracking, reporting and record keeping will be of enormous help in documenting the student’s learning for those officials.
10. NUMBER OF STUDENTS WHO CAN USE SIMULTANEOUSLY – Some software may allow only one student at a time. This can be a significant barrier to homeschools that have a need for several students to use the program – even at different times during the school day. Better values are there when there is no limit on how many students can use the program … or at least, if there is a limit, it is so large that you won’t ever need to worry about exceeding it.
